The first step

The first is to create two layers. One must contain the car outline, and the second layer must contain an instance of a graphic symbol (the green point). We call them outline and spot respectively.

Now, create a guide layer for the "spot" layer clicking on

Now lets copy the outline on the first layer and paste with "paste in place" on the guide layer. As you can see the "outline layer" and the "guide layer" contain the same content.

Make a frame on the frame #15 on the guide layer (F5)

Make a keyframe on the frame #15 on the spot layer (F6)

Make a frame on the frame #15 on the outline layer (F5)
