Step 4:

Create a new layer again and drag it so it's in between the two existing layers, name it "scroll area." Now, with a rectangle tool make a shape as shown above. Go to color mixer window (To show window, go to "Window", select Color Mixer) and from the menu select Linear. Adjust the gradient colors so that they are both white and place them in position as shown on image above. Select the right idicator and change alpha to 0%.

To make your gradient appear like on the image above make sure your rectangle is selected, select the paint bucket tool, click and hold on the bottom of the rectangle area and then drag the bucket up, slightly overlapping the top of the rectange, and then release the mouse. Play with it until you get it to look something like I have on this image. Note that the text should appear under the rectangle so adjust your shape if needed.
