Step 2: Export as .gif
Then export this image as a 12 to 16 color .gif image with noise selected for dithering. The noise setting and low color pallette help to create the kind of pixel color alternating to create the right effect.
Step 3: Select fuzziness
Open up the .gif image created in Photoshop again if you don't have it open already. Go into the Image menu select Mode, then RGB. In the Select menu choose a Color Range of White with a Fuzziness of 200. Click OK. Then choose Select, Inverse.
Step 4: Export .png
Open up the .gif image created in Photoshop again if you don't have it open already. Go into the Image menu select Mode, then RGB. In the Select menu choose Color Range. Then select white with the color dropper with a Fuzziness of 200. Click OK. Then choose Select, Inverse.
