First off what we're going to do is make a new graphics symbol it should be just a sphere with no stroke applid to it.The object should look something like this
Please note that this effect is best with the center being white and the outside being orange with the alpha set somewhere around half. This is all just a matter of preference though. The next step is to create a new movie clip.Open a blank movie clip and place a copy of your orange fire orb at the center of the clip. What we are going to do next is to do a "tween" of the orb. Place a key frame at about frame 20 and move the orb straight up(about 70 pixels or so) and then shrink it as small as possible. After shrinking the orb then set it's alpha to "0" then right click in your timeline somewhere between frame 1 and 20 and choose create motion tween. It should look like below. On the top is frame 1 on the bottom is around frame 16.
