Step 7b: The Labels Layer

On frame 1, in the labels layer, insert a blank keyframe and double click the frame. On the labels tab, type in "on" as the label name.

On frame 4, in the labels layer, insert a blank keyframe and double click the frame. On the labels tab, type in "off" as the label name.
