In the dialog box that appears, uncheck the "Allow Smoothing" option and click OK.
Now return to the main stage and drag the graphic symbol onto the stage. (not the bitmap symbol).
And there you have it. Clear bitmap images in Flash just the way you designed them. You can also adjust the jpeg quality in export settings for optimal results.
To compare the difference of images, try dragging the actual bitmap onto the stage next to the graphic symbol that you have created. Publish the movie, and from my observations, the second image will still have the smoothing effect applied.
Creating the bitmap in the symbol will allow you to create multiple instances of the bitmap with optimal quality if you need.
