The Canvas
From the menu select File and New This will open a parameters window for you to define the size of your work canvas and its color. You should select a color based on the color of your flash project. For this tutorial I have chosen black as my background and a canvas size of 300 by 200 pixels. This is actually larger than you will need but gives you room to draw. It will look something like the following illustration.
