First, Create a small rectangle.
Clicking this will open up a new box. In the box, Select the new sybol's behavior as Button, and the name Button. For registration, it doesn't really matter, but I like to put it as centered.
When clicking ok, the rectangle (Your new symbol) will have a blue outline around it and have an crosshair in the middle of it (If you made your registration somewhere other than centered, the crosshair will be at that location on your symbol)
Right click the rectangle and select Edit.
Note: The rectangle may have any size or colors. I used 350 by 50 pixels.
Select the entire rectangle with the arrow tool. (Press V on the keyboard)
When this is selected, right click the selected rectangle and select Convert to symbol.
