Making The Text Effect

Next, select the text tool, click on te stage with the text tool. Type a word to your desire(under the width of the stage).

Make sure that the text is selected(as shown below).

Goto> Modify> Break Apart or Ctrl+B, do this twice.
Select the Ink Bottle Tool (S). Click on each and every part of the broken-apart text until everything has got a line around it.
Select the Arrow Tool (V). Goto the broken apart text and select and delete each letter's filling.
After this is complete, you should only see the outline of the word.
Once you have done this, select the Rectangle Tool (R). Create a rectangle around the outline of the text.
Select the Paint Bucket Tool (K). Select the fill color to be as opposite of a color from the background color you selected. Click between the outline of the text and the outline of the rectangle.
Select and delete each outline of the text with the Arrow Tool (V).
Create a new layer(as shown below).

Name the Layer "Light Wave". Select the Line Tool (N). Set the stroke to 10. Make sure the "Light Wave" layer is selected. Create a diagonal line ( / ). Convert this line into a symbol(Insert> Convert to Symbol) Make sure the "Light Wave" layer is below the layer with the outline/rectangle of the text. Once you have this, create the line to move back and forth across/over the background and under the outline/rectangle of the text.
