Adding the Scrollbuttons and Necessary Triggers
Step 1 :
Next thing to do is to make the button which will scroll up or down, the drag-scrollbar we'll add later. Give it any shape you like, in general arrows are used and name it scroll klick button. After you created the button, make a new layer in the main Movie Clip and rename it to scrollbuttons. Create an empty keyframe at frame 4. Place an instance of the scroll klick button on frame 4 of the scrollbuttons layer. Place another one and rotate it 180 degrees. Place them so that you will have space for the dragable scrollbutton inbetween.
Step 2 :

We are going to create a Movie Clip of 3 frames which will be 'asleep' at frame 1, but will loop between frame 2 and 3 as long as 1 of the scroll klick buttons is pressed. The loop between frame 2 and 3 will have actions which scrolls the text. So create a Movie Clip and name it scrollDown, create another one and name it scrollUp. Open the Movie Clip window and create a new layer called triggers. Insert an empty keyframe at frame 4 of layer triggers and place here an instance of Movie Clip scrollDown and Movie Clip scrollUp. They will only show small circels since they don't contain images/content. Open Movie Clip scrollDown and create 3 empty keyframes. At frame 1, insert the action:
