Creating the Cursor (con't) Step 1.3 : Putting the Cursor Together Once you have returned to the main timeline, create a new layer and label it "Hidden Cursor". On frame 1 we want to add a new movie clip to contain the cursor image and blinking pointer animation. After choosing Insert> New Symbol a new timeline will appear. Next set up the layers to look like this: 
In the layer "compass" on frame 1, create your compass image using the drawing tools. He's the one I used: 
In the layer "blinker" drag four instances of the MC "blinker mc" from the Library (Ctrl+L) onto the stage and place them on the compass (one on each pointer) like so: 
Now your compass cursor is complete!
