Select the '+' (plus) tab and you will be presented with a menu of statements. In my example I chose Goto and entered 'frame 1' and checked the Goto and Play checkbox as its parameters. Each statement will have its own parameters and if you have a basic understanding of programming most of these should make sense with a bit of experimentation, if they don't you can consult the Flash Help section. Here you will see how Flash does some of the work for you, both 'On' and 'End On' statements are added as well as the code for the Goto statement.
Tip: You will notice to the right of the '+' (plus) tab there are up and down arrows. This will be enabled when you place multiple statements in the window. By selecting a statement and pressing one of the arrows you will be able to modify the order of the statements.
Now you should be ready to go. Choose Control > Enable Buttons and Control > Enable Frame Actions before you press play.
