To make a symbol, press Ctrl-F8, then make it a movie clip and enter in the name you want to give it. Note: it is best to always make the sound in its own symbol so that you can delete the sound when you don't want it anymore and overall it's just more maneuverable and easier
While in your symbol, click File>Import>Import to Library. When the window pops up choose the sound that you want to be in your movie/game. (You may have to navigate a little bit to find it.) then click OK. You will see the sound's file name in the library on the right once you have done this. Click it and drag it onto the stage (while viewing your symbol). You will notice a line in the timeline which means that a sound is there. This whole thing is so that the sound loops, if you don't want the sound to loop then just drag the sound object that you imported onto the stage when in the correct symbol/timeline. Now, you need to make the symbol as long as the sound. This is easy, just drag the last keyframe (create one if you haven't already) until you see no more line in the timeline, and then put the keyframe at the end of the line, which represents the sound. That is basically how you put a sound in your movie or game. Hope this helped you!
