Select [Window] Library The library will open and when you select your movie a picture will be displayed in view box. Click on the picture and drag it to the stage.

Step 9

Now we have our movie on stage all we have to do is highlight the movie and select [Insert] Create motion tween.

Right click keyframe of your choice (I selected keyframe 15) and insert Keyframe
