Step 4

Select frame #20 on both R1 and R2 layers and press F6. Select the same frame on the rest of the layers and press F5. Now select both rectangles and Shift-drag them to the horizon. Stop dragging when the bottom side of R1 is flush wit the horizon. It is very important that you move both objects together. See picture:
