Alright, start off with making the title button of the menu, make it a button, and the put it in a movie clip in the first frame, label the first from "off" without quotations. After that, put the 'stop' action on the first frame. Make the second frame consisting of the buttons you want for that particular menu, label that frame "on" without quotations, and at the 'stop' action to that. Then go back to the scene's frame, and attach this code to the movie clip:

//is the cursor over the movie clip
previouslyOver=false;
}
onClipEvent(enterFrame){
currentlyOver=this.hitTest(_root._xmouse,_root._ymouse,true);
//if there is a change, go to another frame
if(!previouslyOver and currentlyOver){
previouslyOver=true;
this.gotoAndStop("on");
} else if (previouslyOver and !currentlyOver){
previouslyOver=false;
this.gotoAndStop("off");
}
}
