Create a empty MovieClip.

Just press ctrl + F8 (or go to menu: Insert->New Symbol.)

Give it a name - "flower"

Open Library.(F11 or go to menu Window->Library.)

Drag MovieClip flower from Library to movie stage.

Now You should have something like this:
