Make a flake

Create a new movie with a blue or black background. For this tutorial, use a size of 550x200, and bump the frame rate up to 24.

Make a single white snowflake. The easiest way to do this is to use a dingbat character — lowercase "d" in Zapf Dingbats or uppercase "T" in Wingdings work well. Make it as large as you want your largest snowflake — maybe 36 points or so.

Choose Insert> Convert to Symbol... to make this a movie clip named "flake". Then choose Insert> Convert to Symbol... again, and name this movie clip "fall".
