Make a flake
Create a new movie with a blue or black background. For this tutorial, use a size of 550x200, and bump the frame rate up to 24.
Make a single white snowflake. The easiest way to do this is to use a dingbat character lowercase "d" in Zapf Dingbats or uppercase "T" in Wingdings work well. Make it as large as you want your largest snowflake maybe 36 points or so.
Choose Insert > Convert to Symbol... to make this a movie clip named "flake". Then choose Insert > Convert to Symbol... again, and name this movie clip "fall".
Drag the clip off the movie stage, just above the upper left corner:
