»Description	A preloader that detects a users internet connection rate. It then sets a flash cookie. When a user returns to the site and the movie is cached and not reloaded, the movie accesses the cookie to determine the previously determined speed. Applications would be to stream mp3s/video at high or low quality based on the detected speed.
