I just add a scene at a time and they play in numerical order.

One caveat when cutting and pasting between scenes though. Each scene has its own timeline starting with zero and if you cut the end of scene one and paste it into scene two, it will end up with a bunch of empty frames in front of it. I had expected the paste to place it at the front of scene two, which is incorrect.
